July 2008 The government announces new guidelines for planning in a supposed bid to assist town centres in restricting the development of out-of-town large/super stores. New guidelines allow the local councils scope to snub any proposed expansion that threaten the energy of town centres. Communities Secretary Hazel Blears said "Town centres are the hearts of our communities," "I want to see our town centres and independent shops busy and thriving." Oddly these proposals fit well with plans for expansion into town centres with a convenience store format by said superstore giants. People have been known to comment on Ms. Blears height; perhaps this matches her stature within the business community, or possibly she jostles with Harriet Harwoman for the title of most political lightweight in government. It is quite possible political female heavyweights Barbara Castle & Gwyneth Dunwoody would turn in their gravitas.
